Commenting on Gordon Brown’s budget which will extend VAT refunds to church renovations and include renovation of memorials, Lisa Power, Head of Policy at Terrence Higgins Trust said:

“Preserving memorials to the dead is praiseworthy, but we’d like to see the government doing more for the living - we’d like to see VAT removed from condoms.”
